Does that mean I will not be able to get a driver’s license and car insurance in my new home state of Georgia? To my understanding, GA is not a reciprocal state for driver’s license records.

In Georgia, if you take a Driver Improvement Course you can get points removed from your driving history. Once every five years you can take this course in GA.
You may not take a Georgia Defensive Driving course / traffic school for car insurance reduction and point reduction or for more than one infraction. So you will need to choose which reason you want to take the class for make sure that the course will provide you the insurance reduction or points reduction you want since you cannot take it for both reasons.
According to the GA Department of Driver Services (DDS), they do not allow motorist to take traffic school classes over the Internet or on a computer. The DDS only permits classroom instruction for its approved driving school.
